The National led Government has drafted a new proposed bill to replace the 1991 Resource Management Act (RMA). The new bill recommends simplifying and streamlining the RMA via major reforms. An RMA Technical Advisory Group (TAG) was appointed by National and Act to support the Government's programme of reform of the RMA. ( NB: Maori technical expertise are not represented in this group). The TAG, officials, and Ministers have recommended a significant amount of amendments.

The Resource Management (Simplifying and Streamlining) Amendment Bill 2009 has been introduced into Parliament and referred to the Local Government and Environment Select Committee for consideration. Public submissions are being received until 3 April 2009.  The Committee is to report back to the House of Parliament on 19 June 2009.

Māori are concerned that the proposed changes to the bill will further alienate and marginalize the voice and participation of tāngata whenua within their rohe in particular within their local councils regarding RMA consent processes.

Te Whakaminenga –o-Kāpiti, (TWoK), the representative Māori body for the Kāpiti Coast District Council, (KCDC), which includes Te Rūnanga o Ngāti Raukawa have submitted their comments to the Parliamentary Select Committee of Local Government and Environment.
